The Council is looking to appoint an experienced senior planner and manager to the vacant post of Head of Planning and Building Control.
The core responsibilities of the post are to ensure that the Council meets all its statutory obligations as Local Planning Authority including the delivery of an efficient development management service, planning enforcement service and the development of a Local Plan for the City of Stoke on Trent; and to manage the delivery of the Building Control service for the City of Stoke on Trent and Newcastle under Lyme BoroughCouncil.
You will be the senior adviser on planning, planning policy and building control matters to elected Members and Directors.
This is a high profile and politically restricted post in the Housing, Regeneration and Operations Directorate and the line manager is the Director of Investment, Delivery & Growth.
You will be RTPI qualified and have substantial experience as a planner and manager to fulfil the requirements of the person specification. You will be experienced in delivering the legal duties of a Local Planning Authority and have experience in delivering Building Control services across a wide geography.
You will have extensive team and people management experience and be able to lead and motivate team members to perform to a high standard.
You will be accustomed to dealing with elected Members including presenting and advising at Committee level and you will also be experienced at dealing with a wide range of stakeholders who engage with the Council’s planning and building control services e.g. agents, developers, house builders, investors etc.
You will be focused on delivering high customer standards and be experienced in interacting with members of the public, statutory agencies and other local authorities. You will be proficient in managing budgets and delivering challenging income targets.

Interviews for this post will be conducted on Friday 31st January 2025 and the interview panel will be Carol Gibbs, Corporate Director of Housing, Regeneration & Operations, Tony McGovern, Director of Investment, Delivery and Growth and an external technical assessor from a large urban authority in the West Midlands.
